The Health, Education & Social Services Committee has considered:              
                                                                               
HOUSE BILL NO. 434                                                            
"An Act requiring drug testing for applicants for and recipients of           
assistance under the Alaska temporary assistance program; and                  
providing for an effective date."                                              
                                                                               
                                                                               
and recommends it be replaced with:                                            
                                                                               
CS FOR HOUSE BILL NO. 434(HES)                                                
"An Act relating to the assessment of recipients of assistance                
under the Alaska temporary assistance program for the use of                   
alcohol and controlled substances and compliance with                          
recommendations of the assessment as a condition of the                        
recipient's family self-sufficiency plan; and providing for an
